It looks like a Survey Transit would run about $40USD right now on ebay, I think it would be a fun project to under take, especially at a busy intersection.

I would mount my digital still camera centered and level on the base (this would require some mechanical ability, but could be done with relative ease). With camera mounted to Transit base I would set up the apparatus, making sure that it was level before I took my first shot. After the first shot I would rotate the camera a degree and a half and take another shot exactly 15 seconds later, then a degree and a half 15 seconds after that, etc. This way I would take a full rotation worth of photos in an hour. I could easily set up my modern digital camera for nighttime photography, and when all images were taken I would compile them flip book style in chronological order using whatever video editing program I have at my disposal as most of them will allow you to do this. Then I would duplicate the process in several locations; beside a highway, at a ferris wheel, near a busy airport, etc. Edit it all together and set it to music. Vuala. ART!
